They're doing this because the world wide droughts have seriously reduced the damn levels which means a lowering of the hydro electric output.

China is not alone. Britain has offered hundreds of new licenses for oil and natural gas drilling in the North Sea. The U.S. of A. has opened up Alaska for drilling. Canada continues to harvest the Athabasca Tar Sands and to build new oil and LNG networks.
The Bosses believe that today's electricity, water and food means more to the Proles than creating a better future for the children.
Apparently the Bosses are right.
